The Allies declared that any effort to reinstate the Habsburgs would threaten international peace, especially as neighboring countries had their own claims on Hungarian territories. The inclusion of Czechoslovakia, Romania, and Yugoslavia in the Little Entente alliance in June 1921 underscored this opposition, preparing to resist any revanchist moves by Hungary.
Adding to the opposition was Austria itself, which was planning to become a republic and likewise opposed Habsburg restoration since it would involve territorial and political upheaval.
