Bavaria became a hotbed of extremist activity, partly because the government, led by monarchist and nationalist figures like Gustav Ritter von Fonar, was sympathetic to right-wing conspirators. Many ex-Freikorps (paramilitary veterans) and radical nationalist factions founded a terrorist organization known as Organization Consul. Operating from remote hideouts, this group engaged in clandestine activities, stockpiling weapons, and planning assassinations.
