The dialogue starts with a reflection on the expansive underground structures at Buckley Air Force Base, situated in Aurora, Colorado. The base houses an extensive network of geodesic domes and radar tracking centers that were among the largest of their kind during the early 1970s. The narrator recalls being stationed there around 1971-1972 and witnessing facilities that were primarily designed to track satellites and space debris, but which allegedly had broader surveillance capabilities.
