The September 11, 2001, attacks have spurred extensive investigation and analysis, with a myriad of documents and testimonies scrutinized to piece together the events of that tragic day. Among these documents, a particular memorandum dated October 1, 2003, sheds light on significant discrepancies regarding the activation of emergency locator transmitters (ELTs) on two of the flights involved: American Airlines Flight 11 and United Airlines Flight 175.
