Human missions require additional safety and life-support systems—space for astronauts, oxygen, food, and protection from radiation. Lunar rovers, by contrast, are small, unmanned payloads that can be sent to the Moon at a fraction of the cost. This difference in scale helps explain why robotic exploration has continued long after human missions ceased.

Sending humans again would necessitate designing entirely new missions, developing new hardware, and building or refurbishing launch facilities. Given the costs—both financial and political—these efforts are currently not prioritized against other space missions like Mars exploration, space station research, and satellite deployment.
