Elon Musk's compelling story about full self-driving capabilities, combined with solar robots, may be a captivating narrative, but the idea that the White House can simply allow self-driving cars everywhere with the stroke of a pen is simply not feasible. Our country's governance structure doesn't work that way, as state and local departments can effectively block any such initiatives.

The experience of attempting to take a self-driving taxi from downtown Phoenix to Glendale for the Super Bowl is a prime example. Despite the apparent simplicity of the plan, Glendale's municipal government was able to block the use of self-driving vehicles, much to my incredulity.
