Extending the early resignation option to CIA employees predominantly affects the 90% who are not part of the clandestine service. Those currently engaged in covert operations face a complex dilemma. Under CIA regulations, resigning from the agency means they will not be able to disclose their affiliation with the agency until it is authorized through a lengthy process known as "rolling back cover." This is particularly cumbersome given that a backlog from the previous administration left many officers waiting for years before they could publicize their prior affiliation with the CIA.
