One of the most provocative ideas Penrose discusses is retrocausation, the notion that events in the future could affect events in the past. In quantum mechanics, the process of wave function collapse might be retroactive, meaning that the determination of a quantum state can reach back to influence earlier states. This suggests that our conscious decisions may not be solely the result of past causal chains but could, in some way, emerge from a future decision reflected backward in time.
