Meyer Lansky, a close friend of Siegel, was deeply affected by his death. Lansky maintained that Siegel was not skimming from the Flamingo project. His writings reportedly reveal that Lansky would have preferred to see Siegel live long, highlighting an emotional bond that existed between the two men. Similarly, Charles "Lucky" Luciano, a major figure in organized crime, had complex ties to both Siegel and the Chicago Outfit. Despite being recently released from prison, it is speculated that Luciano may have seen benefit in aligning with the Outfit, possibly consenting to their involvement in Siegel's murder.
