Wards can opt in or out of the program
Limitations on the number of ADUs per block (up to three annually) in participating neighborhoods
Application process for homeowners wishing to convert spaces into rentals
This patchwork model aims to empower neighborhoods with decision-making authority while attempting to balance development with community stability.
