Another seismic shift was brewing in the judiciary. For years, Section 2 of the Voting Rights Act enabled the creation of majority-minority districts—designed to empower minority communities to elect representatives reflecting their demographics. On paper, a reasonable approach; in practice, however, it often resulted in racially gerrymandered districts, which, while legally protected, had the side effect of packing minority voters into certain districts—thus making surrounding districts more reliably Republican.
