Part 7/11:
- Effective Government: Much of the territory claimed by Palestinians is governed by factions designated as terrorist organizations, undermining the notion of a functioning government. 
- Capacity to Enter into Relations: The Palestinian leadership does not possess the capacity to enter into meaningful, sovereign international relations. 
In essence, Palestine does not meet these criteria. Recognizing such a state would, in fact, breach international law, creating a paradox whereby powerful countries choose to ignore legal standards to fulfill political ambitions.
