Until now, U.S. efforts against the Maduro regime primarily involved naval interdictions aimed at intercepting vessels suspected of drug trafficking. The U.S. Navy has conducted at least five strikes on vessels in the Caribbean, destroying boats linked to narcotics and resulting in dozens of casualties. These operations, however, were confined to international waters, intentionally avoiding violations of Venezuelan territory.
The new order, described as a presidential finding, effectively removes those geographical limitations. President Trump confirmed this shift during a press interaction, revealing that the U.S. is now considering land-based operations within Venezuela, signaling a marked escalation in U.S. strategy.
