Ukrainian President Volodymyr Zelensky has claimed that Moscow is utilizing its alleged "shadow fleet" of oil tankers — a network of aging vessels used to bypass Western sanctions — for both economic and military purposes. This fleet, he alleges, is now being employed to launch reconnaissance and sabotage missions against European targets. Following a briefing with Ukraine's foreign intelligence chief, Zelensky emphasized, "Currently, Russians are using tankers not only to earn money for the war but also for reconnaissance and sabotage activities."
