Manpower remains a significant hurdle for Ukraine. The ongoing conflict demands continuous recruitment and reconstitution of infantry forces to replace losses and sustain momentum. Despite this challenge, Ukrainian forces have maintained resilience, largely thanks to flexible force generation policies and the ability to mobilize retained personnel when political decisions permit.
