Wrongful detentions have long been a bipartisan concern. The Foley Foundation reports that currently at least 40 U.S. nationals are held hostage or wrongfully detained in 14 countries, including Russia and China. Notably, former Marine Paul Whelan was detained in Russia for over five years on espionage charges widely considered to be a setup; his release in 2024 was part of a prisoner swap under the Biden administration.
