This militia, calling itself Al Kuwat Elshabaya or “The Popular Forces,” recently declared victory in East Rafa, claiming the area had been “cleansed” and was now under their control. They assured residents of providing shelter and food, presenting themselves as protectors amid the ongoing chaos.
