The idea for Sea City dates back to 1989, inspired by Kuwait’s tidal creeks that naturally existed in the region. Engineers proposed deepening these creeks and transforming salt flats into a network of canals and lagoons. Despite its visionary concept, the project was initially delayed by geopolitical turmoil, notably Iraq's invasion of Kuwait in 1990 and the Gulf War that followed.

However, after years of refinement, demonstration canals were completed by 2004, incorporating tidal gates and breakwaters to ensure healthy water flow and prevent stagnation—key factors that could have doomed earlier efforts. These adjustments proved successful, and Kuwait then saw Sea City as a flagship development to bolster its modern infrastructure and diversify its economy beyond oil.
