He reiterated the view that the war could cease immediately if Hamas chose to cooperate and lay down its arms.
Furthermore, he criticized the international community's failure thus far to exert enough influence on Hamas. As Bernie noted, ending the conflict is within reach if Hamas is compelled to accept negotiated terms that include ceasefire agreements and humanitarian considerations.
