Conversely, Cuba’s approach appeared more aggressive. Although there was no direct evidence that Cuba ordered or explicitly encouraged Oswald to assassinate Kennedy, the environment was more permissive to such actions. The Cuban government, with its history of covert operations, might have offered encouragement or at least been aware of Oswald’s intentions. This raises the possibility that Cuba, perhaps viewing Kennedy as an adversary, could have exploited Oswald’s desperation and radical views.
