Al Basher, previously an electrical engineer, has long history with HTS, which once led an intense revolt against Bashar al-Assad. Since 2017, he has led the Syrian Salvation Government (SSG), a quasi-administration overseeing rebel-held territories in northwestern Syria, offering services to civilians cut off from the central government. Now, tasked with forming a transitional alliance—merging former government officials and SSG members—Al Basher aims to stabilize Syria temporarily, with a longer-term constitutional framework sought by March 2025.
