Russia: Although Russian military intervention in 2015 was pivotal in turning the tide in Assad’s favor, their current focus is divided due to Ukraine. Previously, Russia provided crucial air support that allowed Assad to regain key territories. However, Carter suggests that Russia’s commitment might wane as their priorities shift elsewhere.
