Russian President Vladimir Putin has officially revised Russia’s nuclear doctrine, lowering the threshold for nuclear weapon use. The new doctrine states that an attack on Russia by a non-nuclear state, especially if supported by a nuclear power like the United States or European nations, would now be regarded as a “joint attack” on Russia itself, potentially justifying nuclear retaliation.
