Hezbollah members, increasingly wary of smartphone surveillance, had switched to these low-tech pagers as safer alternatives. The operation supplied thousands of these devices to Hezbollah fighters starting in the summer of 2022, with production escalating after Hezbollah leader Hassan Nasrallah ordered militants to abandon cell phones, fearing they could be used by Israel for surveillance or targeted assassinations. The pagers, which appeared legitimate, were actually preloaded with explosive triggers operable at a distance.
