According to Shin Bet, the Israeli internal security agency, Maman was approached by Turkish nationals in April with fictitious business negotiations before being transported to Iran, where he was tasked with assisting Iran's covert operations inside Israel. These tasks reportedly included reconnaissance, planting money or weapons, and threatening Israeli associates—actions intended to facilitate assassination attempts against leadership figures in Israel.
