In response to these losses, Moscow has adopted drastic measures to replenish its ranks. One notable strategy involves relaxing recruitment standards, including the recruitment of prisoners from the nation's vast prison system. As an example, Russia has been mining its prison populations to find new recruits. A partial mobilization ordered in late 2022 saw around 300,000 personnel drafted, with human rights organizations estimating that at least 100,000 prisoners have been conscripted from an inmate population that once hovered around 420,000.
