Frontline service delivery roles have increased modestly—by 28%—yet administrative positions have surged by an eye-watering 74%. Portfolio, program, and project management roles have more than doubled, with increases of 153%. Strategic policy roles have seen a similar spike at 154%, alongside an 89% increase in communications and marketing roles.
