The internal leadership of Hamas also complicates negotiations. Many of their senior figures—such as Haniyeh, Sinwar, and others—are reported to be dead or incapacitated, leaving a void in decision-making. The remaining leaders, reportedly several survivors from the pre-war leadership cohort, are mostly operating from Qatar, far from the realities on the ground in Gaza.
Inside Gaza, military commanders and local leaders are reportedly telling Hamas political leaders that their military capabilities are exhausted, urging acceptance of any negotiated deal to halt ongoing destruction. Conversely, Hamas’s political leadership remains cautious, aware that any agreement could be fragile or only temporary.
