Throughout U.S. history, shutdowns have been a recurring nuisance, with the longest lasting 34 days in 2018 during the Trump administration. Other notable shutdowns include those during Bill Clinton’s presidency (21 days in 1995), Barack Obama’s term (16 days in 2013), and several during Ronald Reagan’s tenure—although Reagan's lasted no longer than three days at a time.
Senior Republicans note that modern shutdowns tend to be less painful because most government operations continue seamlessly due to existing mandatory spending laws. Nevertheless, shutdowns threaten to disrupt everything from military pay to social services, depending on their duration and scope.
