A critical aspect of the crisis revolves around shelter beds and their availability. As Renee Cooper reports from Minneapolis, the city attempts to increase shelter capacity, focusing on "beds that people want to get into," rather than traditional large congregate shelters. However, the stark reality remains: there are not enough shelter beds to meet demand, especially during harsh winter months.
This shortage stems from a broader national problem— the drastic dismantling of mental health institutions since the mid-20th century. Between 1955 and 2016, 95% of mental health facilities were closed, leaving many mentally ill individuals without appropriate care and on the streets. This lack of institutional support contributes to the cycle of homelessness, drug abuse, and violence.
