The proximity of the mall to the Tenderloin district—a neighborhood battling a severe homeless crisis—means that the property has become a haven for illicit activities,drug use, and public disturbances. The situation has become so dire that some of the mall’s restaurants and stores have had to close their restrooms due to sanitation and safety concerns.
