The deal extends California's hallmark cap-and-trade system, a program designed to cap emissions and fund reductions, but many environmental advocates argue it does little to benefit communities near refineries. Environmental justice groups criticize the legislation for perpetuating pollution for residents living adjacent to refineries that have been operating for decades, asserting that capping statewide emissions does little to address local environmental hazards.
