Despite federal prosecutions, local law enforcement faces hurdles. Experts point out that the use of encrypted communication apps and the encouragement to buy burner phones with cash make it exceedingly difficult to track and apprehend suspects. These tactics are often employed to evade digital surveillance and law enforcement detection.
Additionally, some members of the Portland City Council are reportedly advising protesters—or those sympathetic to such groups—to utilize these methods to avoid detection. Such guidance complicates efforts to uphold accountability and weakens public safety initiatives. As a result, authorities are caught in a difficult position of trying to balance civil liberties with the need for effective policing.
