Chevron, which has been in California for 145 years, operates two major refineries in Elsagundo (Southern California) and Richmond (Northern California), employing around 2,500 workers. Despite this longstanding presence, ongoing regulations, high operational costs, permits, and labor expenses have made it increasingly difficult for big oil to do business in the state.
