The city’s "Inside Safe" program aims to provide interim housing and immediate resources to the homeless. Yet, critics and watchdogs argue that the program has simply shifted the problem rather than solved it. A key point made during the discussions is that illegal drug activity and illicit sales should be confined to private property, not sprawling sidewalks or public streets. "Deal with it off the public sidewalk. Deal with it on the private property that the program is devoted to."
