Local reports describe the sidewalks as a canvas for murals that are often painted over or turned into makeshift beds for drug addicts. The public infrastructure is crumbling; sidewalks are badly damaged, and city officials have resorted to painting murals on the ground—presumably to provide some distraction or makeshift solution for the pervasive homelessness and drug crisis.
