Many residents, including the author, view the current environment as permissive. After a personal experiment of neglecting to pay tabs, the author realized they were never pulled over or caught, reinforcing the perception that enforcement is minimal or selective.
This situation breeds a culture of complacency, where drivers routinely operate with expired registrations and assume minimal risk. Some even suggest that non-compliance is a form of protest against what they perceive as excessively high fees and overreach by authorities.
