One of the most perplexing questions is understanding the organizational structure behind these hijackings. Are the operations directly linked to powerful cartels like CJNG or Sinaloa, or are they carried out by fragmented, lower-tier groups? Evidence suggests that most crimes go unsolved; 99% of all crimes in Mexico remain unresolved. Smaller criminal entities, possibly with tacit approval from or at least a degree of collusion with local officials and police, carry out many of these incidents. The use of semi-military equipment by some groups hints at a limited but significant connection with larger organized crime ecosystems, even if not directly managed by top-tier cartel leadership.
