What’s more troubling is that despite public denials, the Taliban harbor and cooperate with jihadist factions, especially al-Qaeda. Voice of Jihad, Taliban propaganda, and various intelligence assessments indicate that the group has no genuine intention to sever ties. The ground reality is that Afghanistan has become a haven where al-Qaeda, the Islamic State, and other terrorist organizations can freely operate, recruit, and train.
