When examining al-Qaeda's operational capabilities during these periods, it became evident that leadership decapitations hadn't resulted in the organization's dissolution. Instead, al-Qaeda had adapted, with its networks and operational infrastructure remaining intact. The repeated emphasis on disrupting, dismantling, and defeating al-Qaeda turned out to be more of an aspirational slogan than an achievable reality.
