To offset some revenue loss, the legislation includes significant reductions to social safety net programs—deep cuts to Medicaid, SNAP (food stamps), and green energy credits. Starting December 2026, able-bodied adults will face new work requirements for Medicaid; work requirements for food stamps are expanded to age 64. Green energy incentives from the Biden administration are slashed dramatically.

These cuts are poised to disproportionately impact vulnerable populations. While high-income households are expected to see the most immediate gains, the proposal could result in approximately 8.6 million people losing health coverage and about 3 million fewer individuals receiving food assistance each month.
