While the system is transparent, it is not necessarily the most efficient. Historically, the scheme involved a relatively small number of applicants—just a few hundred. Currently, however, the number of applications has risen dramatically to around 35,000, with units ranging between 5,000 and 8,000.

This increase in applications introduces complexity into the allocation process. The traditional method of simple first-come, first-served is no longer feasible, prompting the adoption of a balancing system that aims to be fair across different applicants and estates.
