The balancing system works to prioritize applicants based on their position in a queue, which is determined through a random drawing process. Applicants with smaller queue numbers are generally able to select flats earlier, giving them a better chance at securing their preferred units. Conversely, those with larger queue numbers might have to wait longer, which motivates applicants to secure a higher position in the queue.
Fairness and Exceptions in Allocation
This system is considered the most fair and efficient method available under current circumstances. However, it is inherently probabilistic—they acknowledge that luck plays a role. An applicant's chance of success depends partly on their position in the queue and partly on chance during the drawing process.
