Alongside Charizier, Bazil Richardson, a naturalized U.S. citizen residing in North Carolina, has also been indicted. Richardson grew up in Haiti with Charizier and is accused of providing financial backing to the accused. Specifically, he is charged with sending money from the Haitian diaspora in the United States to Charizier—knowing that Charizier was under sanctions as per the Magnitsky Act since 2020.
Richardson’s involvement highlights how international financial networks can support violent and human rights-violating activities. Interestingly, Richardson was reportedly traveling as a trucker, traced from North Carolina to Texas, emphasizing the transnational nature of these cases.
