The scam is so convincing that it often appears legitimate to naive or desperate parents. Many are told they will meet their children later or that they are participating in a developmental program. Meanwhile, traffickers take advantage of this trust, removing the children and disappearing with them. The traffickers often operate in tandem with cartels, which have the resources and organizational capacity to perpetuate these schemes on a large scale.
