The process frequently begins with poverty-stricken families selling or giving away children under the false pretext of 'adoption' or 'care.' Sometimes, families are directly coerced or threatened into surrendering their children. Other times, children are abducted from streets, markets, or even schools, often with the tacit complicity of local law enforcement or armed groups.
