Liquidity has always been HBD problem both on the Hive internal market and now on Polygon. Are most HBD locked is my question or are they burnt?

Most of the HBD is in the DHF. There is almost 16 million HBD there I believe. So when we have a supply of 25 million, that means 9 million is outside.
The HBD is used to payout proposals along being used by the Stabilizer.
