Checking it out now , I really hope the HBD 10% interest comes in the HF25 . It will help in bringing lot more money into hive and also prevent outward flow of Hive .

The interest doesnt require a hard fork. That is set by the witnesses and they can change it anytime they agree with it.
The HF is going to cap the rate of the HBD.
