I agree that the SBD has not always been pegged to the dollar, as the Steem Blue Paper says it’s designed to be closely pegged to the dollar and “closely” has meant sometimes not as close as most of us would like it to be.

unfortunately, it's not. there is no "force" to keep SBD pegged to $1 worth of Steem. it's not stable, and not pegged to the dollar.
