It's a bit of everything I guess haha
One thing that contributes to that, in my view, is that, even thou there are specific courses and certifications for Project Management, it's not a hard requirement in most cases so companies hire a LOT of people who have no idea what they are doing
Another thing is they started to call everyone a project manager these days so again, you have people who have no idea what project management actually is and all they do is bother developers to have Jira tickets updated. That gives them a bad name and makes everyone hate them
Makes sense, the role itself has gotten a bad rep.
